As of September 30, 2019, Progressive had approximately $296 million of total assets, $258 million in deposits, $190 million in net loans and six branches across Cookeville, Crossville, Jamestown, and Wartburg, Tennessee. The proposed transaction will bolster SmartFinancial's presence in Tennessee and, based on market share data as of June 30, 2019, SmartFinancial will become the 7th largest community bank by deposits in Tennessee, with total consolidated assets in excess of $2.7 billion. The transaction consideration, which is comprised of 1,292,592.556 shares of SmartFinancial stock and $14.6 million of cash, is valued on an aggregate basis at approximately $41.4 million, based on SmartFinancial's closing stock price on October 28, 2019. Based on Progressive's tangible common equity as of September 30, 2019, the implied price to tangible book value is approximately 124%. The acquisition, which is subject to customary closing conditions including the approval of Progressive shareholders and the receipt of all necessary regulatory approvals, is expected to be completed in the first half of 2020.

The transaction is immediately accretive to Northwest's earnings per share, excluding merger costs, and increases its stand-alone earnings per share by over 10% on a run-rate basis. Further, it gives Northwest access to an attractive new region of prospective customers. The acquisition provides Northwest with an additional $2.1B in total assets, $1.6B in total deposits, $1.5B in loans and 39 banking locations, based upon financial information as of September 30. Under the terms of the merger agreement, which has been approved unanimously by the boards of directors of both companies, shareholders of MutualFirst will be entitled to receive 2.4 shares of Northwest common stock for each common share of MutualFirst. The exchange ratio is fixed and the transaction is expected to qualify as a tax-free exchange for shareholders of MutualFirst. Based on Northwest's 15-day volume weighted average closing stock price ending on October 23, 2019, the deal is valued at $346 million, or $39.89 per share, which equates to a price to tangible book value ratio of 172% and a price to earnings ratio, after considering fully phased-in cost savings, of under 10x based on consensus estimates for MutualFirst's 2020 EPS of $2.56 and cost savings of approximately 30%. The tangible book value dilution, including all restructuring costs, of approximately $0.33, or 3.5%, is expected to be earned back in approximately 2.8 years when including the impact of CECL and approximately 2.1 years excluding the impact of CECL. As part of the merger, one MutualFirst director will be added to Northwest's bank and holding company boards. All of the directors and certain executive officers of MutualFirst have entered into voting agreements with Northwest pursuant to which they have agreed to vote their shares in favor of the transaction. The merger is expected to be consummated and converted to Northwest in the second quarter of 2020, after satisfaction of customary closing conditions, including regulatory approvals and the approval of the shareholders of MutualFirst.

Northwest Pipe Company will manufacture approximately 14 miles of 54-inch cement mortar lined and polyurethane coated engineered steel pipe for the transmission of raw water from the Kings Bluff Raw Water Pump Station along the Cape Fear River in Bladen County to the Lower Cape Fear Water and Sewer Authority ground reservoir located near the City of Northwest in Brunswick County. The new transmission line will parallel an existing line that is aging and not able to meet the community's growing demand for raw water. The Company will manufacture over 5,000 tons of pipe for this project. Garney Construction plans to begin installation in January 2020 and is expected to reach completion by December 2022.

16:14 EDT Chubb CEO says 'we are executing at a high level' - Evan Greenberg, Chairman and CEO of Chubb Limited, commented: "Our third quarter results were highlighted by core operating earnings that were up double-digit over prior year and excellent premium revenue growth in many areas of our company. Core operating income of $2.70 per share, up 12%, was driven by strong contributions from underwriting and investment income. Our P&C combined ratio of 90.2% benefited from lower year-on-year catastrophe losses, offset partially by higher losses in crop insurance, another CAT-like risk. P&C net premiums written were up over 7% in constant dollars. Growth was distributed broadly across the globe, with net premiums up 6.5% in our North America insurance operations, up circa 10% in Asia and Latin America, and up 8% and 6%, respectively, in the U.K. and on the European Continent. We benefited from an improved pricing and underwriting environment and a flight to quality from commercial insurance buyers who are more often choosing Chubb. Pricing continued to firm in the quarter - in many cases at double or greater the rate of the first quarter - with rate increases accelerating and spreading to more classes of business. We are also benefiting from our many product, customer and distribution-related growth initiatives in the U.S., Asia and Latin America. Book and tangible book value per share were up 2% and 3.3%, respectively, in the quarter, and are up 9.8% and 15.7% for the year. While benefiting temporarily our company's book value growth, prolonged low interest rates, a result of overreliance on monetary policy, have penalized savers and led to misallocation of capital and overvaluation of assets without substantially supporting business investment and economic growth. 16:10 EDT Mattel probe determines company has certain material weaknesses - Mattel announced that the Audit Committee of its Board of Directors has completed an independent investigation into the allegations contained in a whistleblower letter disclosed on August 8, 2019. The Letter, which had been sent to Mattel's outside auditors, questioned whether there were accounting errors in historical periods and whether Mattel's outside auditor was independent. The investigation determined that income tax expense was understated by $109 million in the third quarter of 2017, and overstated by $109 million in the fourth quarter of 2017, with no impact for the full year. The errors were non-cash, did not affect operating income or EBITDA, and had no impact on Mattel's full year financial results for 2017 or subsequent periods. The investigation also determined that Mattel has certain material weaknesses in its internal control over financial reporting. The Audit Committee concluded that the objectivity and impartiality of Mattel's outside auditor has not been impaired, and that Mattel's outside auditor can continue as its independent auditor. Mattel's outside auditor agrees with that conclusion. Mattel will undertake a series of remedial actions, including the amendment of the Company's 2018 Form 10-K to restate the last two quarters of 2017, and certain related information, and the strengthening of its internal control over financial reporting. The Audit Committee's investigation found errors in publicly-filed Mattel financial statements for the last two quarters of 2017, failures to properly consider and disclose such errors to the then-Chief Executive Officer ("CEO"), Margaret Georgiadis, and the Audit Committee once they became known, and violations of auditor independence rules. Other allegations in the Letter were determined to be unfounded or immaterial.

An additional 48 new laboratory tests of samples from the single lot of Johnson's Baby Powder that the company voluntarily recalled on October 18 - Lot #22318RB - also confirm that the product does not contain asbestos. These tests were conducted by two third-party laboratories as part of the company's ongoing testing and investigation. The company stated, "Rigorous and third-party testing confirms there is no asbestos in Johnson's Baby Powder. We stand by the safety of our product." Following the voluntary recall, the company contracted two third-party laboratories to expedite a large number of tests of the recalled lot of Johnson's Baby Powder utilizing Transmission Electron Microscopy, Powder X-Ray Diffraction and Polarized Light Microscopy testing. In addition to using their standard preparation rooms, one of the laboratories deviated from their normal protocol by using an auxiliary room. In that auxiliary room, five samples were prepared, and three initially tested positive for asbestos. Upon this finding, the laboratory undertook an investigation and determined that a portable air conditioner in use during sample preparation in the auxiliary room was contaminated with asbestos. No asbestos was detected in any of the samples when prepared in the standard room, according to J&J.

Under the terms of the agreement, Interxion shareholders will receive a fixed exchange ratio of 0.7067 Digital Realty shares per Interxion share. The transaction values Interxion at approximately $93.48 per ordinary share or approximately $8.4B of total enterprise value, including assumed net debt. Completion of the transaction is subject to customary closing conditions, including approval by shareholders of Interxion and shareholders of Digital Realty. "The size and scale of the combined company is expected to produce a highly efficient cost structure and industry-leading EBITDA margins. The combination of the two companies is expected to create an opportunity to realize cost savings. Upon closing, the transaction is expected to enhance the combined company's long-term growth prospects and is expected to improve its cost of and access to capital," the companies stated. Digital Realty expects to refinance the Interxion debt assumed in the transaction with a combination of investment grade corporate bonds and proceeds from other financings. The transaction is not subject to any financing condition. A special meeting of Digital Realty shareholders will be convened to approve the issuance of Digital Realty common stock in the transaction, in accordance with New York Stock Exchange rules. Following the close of the tender offer, in line with Dutch market practice, Digital Realty and Interxion will effectuate a corporate reorganization of Interxion and its subsidiaries, resulting in Digital Realty owning 100% of Interxion's business and interests in Interxion's subsidiaries. Interxion Chief Executive Officer David Ruberg, who controls approximately 1.3% of Interxion's outstanding ordinary shares, has entered into a tender and support agreement with Digital Realty pursuant to which he has agreed, among other things, to tender his shares in the tender offer and to vote in favor of the resolutions relating to the transaction at the Interxion extraordinary general meeting. The transaction has been approved by the boards of directors of both Digital Realty and Interxion. As of the data cut-off date of September 10, 2019, increasing doses of DCC-3014 were assessed in seven dose cohorts across 36 patients with advanced solid tumor tumors. This included one dose cohort that received 10 mg once daily and six dose cohorts that received a three to five day loading dose regimen at doses of up to 50 mg followed by a schedule of daily, once-weekly or twice-weekly maintenance dosing with DCC-3014. Data demonstrated dose-proportional exposure for DCC-3014 and exposure to DCC-3014 was associated with an increase in plasma CSF1 and IL-34, rapid and sustained reduction of CD16+ monocytes in peripheral blood, and substantial decreases in CD163+ macrophages in tumor. DCC-3014 was generally well-tolerated, with most treatment-emergent adverse events Grade 1 or 2. Most common related TEAEs greater than or equal to10% were fatigue, diarrhea, and nausea. Grade 3 or 4 related TEAEs occurred in 4 patients, which were grade 3 aspartate aminotransferase increase, grade 4 lipase increase, grade 3 amylase increase, and grade 3 colitis. Serious adverse events were reported in 17 patients; none of which were related to DCC-3014. The dose escalation evaluation is ongoing to determine a recommended phase 2 dose for advanced solid tumors and diffuse-type TGCT.

Ten of the 18 evaluable patients achieved a confirmed partial response, or PR, as defined by standard RECIST criteria, for an objective response rate, or ORR, of 56%. In addition, eight patients experienced disease stabilization, including two who achieved an unconfirmed PR, one of whom is awaiting a confirmatory response assessment. Of the three non-evaluable patients, two discontinued prior to an initial response assessment and one was awaiting an initial response assessment as of the data cutoff date.The median progression-free survival, or PFS, of the 18 evaluable patients treated with tipifarnib was 6.1 months, compared to 2.8 months on their last prior therapy, including 8.3 months among patients who achieved a PR on tipifarnib and 4.5 months for those with stable disease. Patients had a median of two prior lines of therapy, with no responses observed on their last prior therapy.

The CBA has proposed to clear a first tranche of 120 MHz of spectrum, inclusive of the 20-MHz guard band, in 46 top metropolitan zones within 18 months of an FCC order. The second tranche of the remaining spectrum would be made available within 36 months of the C-band auction, providing cleared spectrum throughout the entire continental U.S. "The auction design outlined in the principles agreed to by the CBA and the wireless operators addresses the shared goals of fairness and transparency and assures that the auction is open to all qualified bidders, consistent with FCC practice...As the CBA has previously committed, the joint principles call for a portion of the auction proceeds, beyond what is needed to cover the costs of the auction and the transition of the spectrum, to be contributed to the U.S. Treasury.," the Alliance stated in its press release. The C-Band Alliance, or CBA, was established by Intelsat, SES, Eutelsat and Telesat to implement the safe and efficient clearing and repurposing of C-band spectrum.

GLAS America has therefore advised the Company that it intends to proceed with the Receivership Application and the Company does not intend to oppose the appointment of a receiver. The Company anticipates that FTI Consulting Canada Inc. will be appointed as receiver at the hearing of the Receivership Petition or shortly thereafter. 09:10 EDT Omeros announces PDCO opinion for narsoplimab - Omeros announced that the Pediatric Committee, or PDCO, of the European Medicines Agency, or EMA, has issued an opinion for the company's pediatric investigation plan, or PIP, for narsoplimab in the treatment of hematopoietic stem cell transplant-associated thrombotic microangiopathy, or HSCT-TMA. Narsoplimab, also referred to as OMS721, is Omeros' lead human monoclonal antibody targeting mannan-binding lectin-associated serine protease-2, or MASP-2. Acceptance of the PIP paves the way for submission under the European Commission's centralized procedure of a marketing authorization application, or MAA, for narsoplimab in the treatment of HSCT-TMA. A PIP outlining a development program for the investigational product in the pediatric population must be agreed with PDCO as a prerequisite to EMA's acceptance of an MAA. The narsoplimab PIP provides a study plan to evaluate the safety and effectiveness of the drug for HSCT-TMA in patients from 1 month through 17 years of age. Omeros received a deferral for completion of its pediatric plan until after EMA approval of the narsoplimab MAA. With successful completion of the PIP, narsoplimab would be eligible for up to an additional two years of marketing exclusivity. In addition to its planned MAA, Omeros recently initiated the rolling submission of its biologics license application, or BLA, to the FDA for narsoplimab in HSCT-TMA. Omeros will work with FDA to allow the same study plan outlined in the PIP to form the basis for a written request from FDA to extend marketing exclusivity for narsoplimab under the best pharmaceuticals for children act. Successful completion of the pediatric plan would add up to six months to the longest applicable U.S. non-patent exclusivity period.

These modern systems deliver real-time voice notifications and siren tones over large areas. Mill Valley's system cost less than a single fire engine. 08:41 EDT Sanofi says European Commission approves new indication for Dupixent - The European Commission approved a new indication for Dupixent in chronic rhinosinusitis with nasal polyposis. Dupixent is indicated as an add-on therapy with intranasal corticosteroids for the treatment of adults with severe CRSwNP for whom therapy with systemic corticosteroids and/or surgery do not provide adequate disease control. The EC approval is based on two pivotal Phase 3 trials that evaluated Dupixent 300 mg every two weeks plus standard-of-care intranasal corticosteroids compared to placebo plus intranasal corticosteroids. In these trials, Dupixent significantly improved key disease measures and met all primary and secondary endpoints. At 24 weeks, patients treated with Dupixent achieved statistically significant improvements in all primary and secondary endpoints, including: Co-primary endpoints: 57% and 51% improvement in their nasal congestion/obstruction severity compared to a 19% and 15% improvement with placebo in SINUS-24 and SINUS-52, respectively. 33% and 27% reduction in their nasal polyps score compared to a 7% and 4% increase with placebo in SINUS-24 and SINUS-52, respectively. Secondary endpoints: 42% and 27% improvement in sinus opacification compared to 4% and 0% with placebo in SINUS-24 and SINUS-52, respectively. 52% and 45% improvement in loss of smell compared to a 12% and 10% improvement for placebo in SINUS-24 and SINUS-52, respectively. In a pre-specified pooled analysis of the two trials up to 52 weeks, Dupixent treatment resulted in a significant reduction of systemic corticosteroid use and the need for sino-nasal surgery compared to placebo. The proportion of patients who required systemic corticosteroids was reduced by 74% with Dupixent compared to placebo. The proportion of patients who required surgery was reduced by 83% with Dupixent compared to placebo. In a prespecified analysis of the 59% of patients who also had asthma, treatment with Dupixent: Improved lung function by 0.21 L compared with placebo as measured by forced expiratory volume over one second. Improved asthma control as measured by the 6-item Asthma Control Questionnaire. Treatment effects on nasal congestion and loss of smell were observed with the first assessment at 4 weeks and showed continued improvement for the duration of the trials. In the CRSwNP clinical trials, the common adverse events in the Dupixent group were inflammation of the eye and eyelids, high count of certain white blood cells, injection site reactions and injection site swelling.

08:32 EDT Krystal Biotech announces final update from Phase 1/2 clinical trial of KB103 - Krystal Biotech announced the final update from the Phase 1/2 clinical trial of bercolagene telserpavec, formerly KB103. In Phase 1, two adult patients with severe generalized RDEB were enrolled in May 2018. In each patient, two wounds with an approximate surface area of 10 cm2 were randomized to receive either topical B-VEC or placebo. In Phase 2, four patients with severe generalized RDEB were enrolled in December 2018. Prior to dosing, three wounds up to 20cm2 were selected from each patient and subsequently randomized to receive either B-VEC or placebo in a 2:1 ratio. One of patients voluntarily discontinued from the study after 30 days due to an inability to travel to the clinical site. With respect to the six B-VEC-administered wounds from the patients that remained on-study, two were categorized as chronic and four as recurring based on patient reporting. Chronic wounds were defined as having remained open for greater than 12 weeks, while recurring wounds are less than 12 weeks old, and open and close spontaneously. As part of the Phase 2 study, a chronic wound that had not healed completely at the Day 90 timepoint was re-administered B-VEC. This wound was subsequently observed for approximately four additional months. In addition, two new patients with severe generalized RDEB were enrolled in June 2019. Prior to dosing, two wounds were selected in each patient and were randomized to receive either B-VEC or placebo in a 1:1 ratio. Patients were administered B-VEC every other day for two weeks, or until the wound closed completely. Patients returned to the clinic for monthly follow-ups including imaging, biopsies for molecular correction analyses, and safety assessments. Safety data from all of the patients in the combined Phase 1/2 study demonstrate that B-VEC was well tolerated following initial and repeat dosing. No inflammation or irritation was observed in B-VEC-administered wounds. Of the ten wounds that were administered B-VEC, seven were categorized as recurring and three were categorized as chronic. Percent of Wound Closure: 90% of the wounds closed completely following initial administrations of B-VEC. Time to Wound Closure: The average time to 100% wound closure on the nine B-VEC-administered wounds was 17.4 days. Duration of Wound Closure: The average duration of wound closure on the nine B-VEC-administered wounds at the last measured timepoint was 113 days. One chronic wound, reported to be open for over four years, did not close completely following the initial administration of B-VEC in the Phase 2 study. The wound was 42% closed on Day 90 following the initial administration of B-VEC. The wound was re-administered B-VEC, and the time to complete wound closure following re-administration was seven days. The wound has remained closed for over 100 days following the second administration. Clinical update on two additional patients enrolled: Both of the B-VEC-administered wounds closed 100%. The time to complete wound closure for both wounds was eight days. The average duration of wound closure at the four month timepoint was 114.5 days. Consistent with prior wound data, the data on these additional patients show a strong correlation between molecular correction and wound healing. Immunofluorescence analyses of biopsies from B-VEC-administered wounds demonstrate functional collagen VII expression. Functional COL7 was determined by staining the tissue samples with antibodies that bind to NC1 and NC2 domains of the COL7 protein respectively. The tissues from the skin biopsies show the presence of both NC1 and NC2 domains demonstrating production of functional COL7 that is linearly deposited along the Basement Membrane Zone. NC1- and NC2-reactive anchoring fibrils were observed by immunoelectron microscopy in the biopsy samples.

08:23 EDT Aileron announces nonclinical myelopreservation results for ALRN-6924 - Aileron Therapeutics presented new data at the 2019 AACR-NCI-EORTC Conference from nonclinical studies in which ALRN-6924, a dual inhibitor of MDM2 and MDMX, prevented chemotherapy-related toxicities in cellular studies and mouse models of cancer without limiting - and even enhancing - anti-cancer efficacy. The results presented at the conference show that low doses of ALRN-6924 trigger reversible cell cycle arrest in human bone marrow cells ex vivo and in mouse bone marrow cells in vivo to limit toxicity caused by topotecan, a chemotherapy used in small-cell lung cancer and other cancer indications. The results also show that gastrointestinal toxicity caused by topotecan is also reduced as a result of pretreatment with ALRN-6924, which we believe could potentially translate to the clinic as an improvement in gastrointestinal side effects of chemotherapy. In three p53-mutant tumor models, the anti-cancer activity of topotecan is not diminished, and in fact the results show that the anti-cancer activity is improved by administering ALRN-6924 prior to topotecan, a result that we believe may be due to stimulation of the immune system, which has previously been shown for ALRN-6924 and other p53-activating agents. Millions of cancer patients worldwide receive chemotherapy each year. Published literature indicates that p53 mutations are found in about 50% of those cancer patients. ALRN-6924 is currently being evaluated in the dose-optimization phase 1b portion of a Phase 1b/2 myelopreservation trial designed to identify a recommended phase 2 dose for ALRN-6924 and to evaluate the safety and efficacy of ALRN-6924 in preventing or limiting toxicities caused by treatment with topotecan in SCLC patients. Based on Aileron's nonclinical data, and contingent on results from the ongoing dose-optimization phase 1b, the Company plans to expand its clinical program in myelopreservation to include an additional Phase 1b cohort in non-small cell lung cancer patients treated with docetaxel, and a randomized expansion cohort of the Phase 1b SCLC trial to treat patients with alternating cycles of chemotherapy with and without ALRN-6924 where each patient will serve as his/her own control. The Company expects to present key findings from the ongoing dose-optimization Phase 1b SCLC portion of the Phase 1b/2 myelopreservation trial in the second quarter of 2020.

The acquisition is not expected to materially impact financial results in FY20 and is expected to be modestly accretive in FY21. Medpricer's current employees are expected to continue operations from their existing northern California office, or remotely. Current CEO Chris Gormley will continue to lead the business as part of Premier's supply chain services segment.

However, the process took longer than we originally expected mainly due to the complicated tax related issues with the Origin Life Science Center building in Beijing. Both parties now agreed to use Beijing Origin Seed as the joint venture entity in order to expediate the process. The original term remains the same and both parties are cooperating to complete the process as soon as possible. Due diligence has been completed and BC-TID has deposited $2.1M in an escrow account.

The full article titled is "Safety and efficacy results of simulated post-exposure prophylaxis with human immune globulin co-administered with active vaccine in healthy subjects: a comparative phase 2/3 trial". The 2017 U.S. Food and Drug Administration approval of KEDRAB for post-exposure prophylaxis (PEP) against rabies infection was based on the results of this study, which demonstrated that KEDRAB was non-inferior to the comparator HRIG product in achieving Rabies Virus Neutralizing Antibody levels of greater than or equal to0.5 IU/mL on day 14, when each was co-administered with a rabies vaccine. KEDRAB was found to be well-tolerated with a safety profile similar to that of the comparator HRIG product. KEDRAB is marketed in the U.S. by Kedrion, which completed a successful launch of the product in the U.S. in 2018, with total sales of approximately $15.5 million. Kedrion and Kamada continue to build on KEDRAB's product characteristics, clinical efficacy and safety profile. The companies have recently completed the enrollment of 30 pediatric subjects in an FDA-required post-marketing trial in the U.S. with the primary objective of confirming the safety of KEDRAB in children aged 0 to 17 years. Results of this study are expected in the second half of 2020. According to the World Health Organization, 40% of exposures to suspect rabid animals occur in children under 15 years of age, while there is currently very limited data on the safety and efficacy of any HRIG product in children. Therefore, the results of this study could be a significant differentiator for KEDRAB. During the upcoming 2019 RITA conference - an annual international scientific meeting, focused on developments in rabies research, surveillance, control and prevention, Kedrion and Kamada will jointly present an abstract titled "Characteristics of pediatric and adult cases of putative rabies exposure treated in emergency rooms in the United States, reported in the Centers for Disease Control National Hospital Ambulatory Medical Care Survey between 2002-2016" that will highlight the burden of suspected pediatric rabies exposure cases in the U.S. The significant use of HRIG in the pediatric population emphasizes the need for age-specific scientific data to support the current treatment recommendations. As a result of the approved facility reconfiguration, cultivation space at JWC1 is expected to decrease its production capacity of cannabis flower by approximately 250 kg per year. This decrease is not expected to have a material impact on the Corporation's financial performance or previously announced forward guidance. The financial performance of the Corporation will be improved by the increased ability for production of its expanded product lines and the processing of those products into sales.

NUC-3373 is a ProTide transformation of 5-fluorouracil, one of the most widely prescribed anti-cancer agents, and is currently being investigated in two clinical studies. NUC-7738, NuCana's third ProTide to enter the clinic, is a transformation of 3'-deoxyadenosine. Six patients have received NUC-7738 to date in the Phase I NuTide:701 study. In non-clinical studies of NUC-7738, NuCana has observed additional anti-cancer mechanisms of action to those previously reported for 3'dA. Significantly higher levels of anti-cancer metabolites are generated inside cancer cells than with 3'-dA, causing increased cell injury. Furthermore, the non-clinical data demonstrated that NUC-7738 activates AMPK, which may inhibit the mTOR pathway, resulting in further cancer cell death.

Currently, there is no therapy approved or indicated to treat the estimated 500,000-1,000,000 PN patients in the U.S. Menlo Therapeutics expects to report the results of the PN trials in March or April of 2020. If the PN trials are successful, Menlo plans to submit an NDA for pruritus associated with PN in the second half of 2020. Both PN Phase 3 trials are multi-center, randomized, double-blind, placebo-controlled trials evaluating treatment with 5 mg serlopitant daily for ten weeks and its ability to reduce pruritus associated with PN compared with placebo. Menlo has enrolled 285 patients at 46 sites in the US trial and has enrolled 295 patients at 39 sites in in the European trial. The trials enrolled patients with a WI-NRS of at least seven at screening. The primary efficacy analysis for both trials is a 4-point responder rate in the WI-NRS at ten weeks.

Navidea's NAV3-31 Phase 2B trial titled "Evaluation of the Precision and Sensitivity of Tilmanocept Uptake Value, or TUV, on Tc 99m Tilmanocept Planar Imaging" has three arms: Arm 1 consists of healthy subjects, Arm 2 is comprised of patients with active, moderate-to-severe rheumatoid arthritis, or RA, who are on stable therapy, and Arm 3 is a pilot arm of the upcoming Phase 3 trial assessing the ability of Tc 99m tilmanocept to provide an early indicator of efficacy of anti-TNF alpha treatment in RA patients. This interim analysis was designed to examine data from Arms 1 and 2 of the study in order to confirm the repeatability, reproducibility, and stability of Tc 99m tilmanocept imaging and further establish the quantitative determinants of healthy joints vs. those with RA-involved inflammation. A total of 30 subjects were included - 18 healthy controls and 12 patients with RA. Whole body and hand/wrist planar gamma camera images were obtained at multiple time points within the same day (both Arms 1 and 2) and on an additional day (Arm 2) to assess imaging stability and variability, which are measures of any change from one image set to the next and from one day to another. Image sets (whole body and hand/wrist) acquired on the same day at multiple time points demonstrated quantitative repeatability and stability of signal. Importantly, images from patients with active RA show the same localization patterns on images taken a week apart. There was notable agreement between qualitative and quantitative assessment of joint-specific localization across all time points. Data gathered from this interim analysis along with the remainder of NAV3-31 Arms 1 and 2 provide the necessary input to establish quantitative "cut points" to differentiate between joints with and without the inflammation typically seen in RA. These data will also serve to establish the quantitative metrics to enable the detection of change in disease status in patients with RA, in order to determine whether or not a prescribed therapy is having an effect.

Three ongoing patients at the 4.3 mg/kg dose level have unconfirmed stable disease per RECIST 1.1 at cycle 3. Patients are not receiving prophylactic corticosteroid eye drops. 95% of adverse events were grade 1 or grade 2. The preliminary pharmacokinetic profile reveals an estimated half-life for the total antibody of 22-76 hours with increasing exposure in an apparent dose dependent manner. Anti-tumor activity of STRO-002 was assessed in preclinical PDX models of endometrial cancer that expressed varying levels of FolRalpha. High FolRalpha-expressing models showed the highest tumor growth inhibition. Some models with low and medium FolRalpha expression also exhibited good tumor growth inhibition.

As of 10 p.m., about 556,400 customers had been restored. PG&E is closely following another potentially widespread dry, offshore wind event on Tuesday, Oct. 29, through midday Wednesday, Oct. 30. The shutoff is expected to impact approximately 596,000 customers in for Northern and Southern Sierra, North Bay, Bay Area, Santa Cruz mountains, North Coast and Kern County. Given fluctuations in the forecasts, PG&E continues to analyze whether this wind event will prompt more safety shutoffs, and the extent of those shutoffs.

The joint decision of all three involved parties, Galapagos NV (GLPG), MorphoSys and Novartis Pharma (NVS), was based on an interim analysis for futility that was performed in the Phase 2 Iguana trial, the company said. The analysis "detected a low probability to meet the primary endpoint of the study, defined as the percentage change in the eczema area and severity index score." The decision was based on a lack of efficacy and not on safety concerns, MorphoSys added. The clinical development program of MOR106 in atopic dermatitis included the two Phase 2 studies Iguana and Gecko, as well as a Phase 1 bridging study for subcutaneous formulation and a Japanese ethno-bridging study. All studies in atopic dermatitis will be ended. The parties will explore the future strategy with MOR106, the company added. MOR106 was jointly discovered by Galapagos and MorphoSys. In July 2018, Galapagos and MorphoSys entered into an exclusive worldwide development and commercialization collaboration with Novartis with respect to MOR106. Shares of MorphoSys are down 3% to $26.01 in premarket trading.
